Q&A

Brewer asks about $425M funding source

New York City Council · Oct 7, 2026 · starts 0:38:48 · 50 sec

Brewer asks if the $425 million is state or city money. Liss says it is state money for the program, while the city funds infrastructure like the 228 new staff through its budget.

Gale A. Brewer

Last question, the 425, does that include just state money or next year do you need city money?

Gale A. Brewer

You mentioned this year just state.

Emmy Liss

The $425 million is just the state money, and that is the funding.

Emmy Liss

for us to operationalize the program.

Emmy Liss

So that is the per child cost to run the program.

Emmy Liss

The cost that the city has incurred and will continue to support are, for example, the 228 staff who we are bringing on, those were funded through the preliminary and executive budget last year.

Emmy Liss

So the city is making investments to make sure we have the infrastructure to support the program.

Emmy Liss

And then the program itself is fully funded by those state dollars.

Erica Phillips

Thank you, Madam Chair.

Jennifer Gutiérrez

Next we have Councilmember, did I skip some?

Jennifer Gutiérrez

Oh, no, Councilmember Riley and then Sensuoso.

Jennifer Gutiérrez

And then Councilmember Joseph.
