Q&A

Council Member Riley thanks witnesses and asks about staff breakdown

New York City Council · Oct 7, 2026 · starts 0:39:38 · 1 min 11 sec

Riley thanks the witnesses and asks how many of the 200 additional employees are dedicated to 2K vs. contracting and payments. Phillips says more are on instructional side, with a smaller but significant investment in operations and finance.

Kevin C. Riley

Thank you, Chair.

Kevin C. Riley

Thank you so much for testifying.

Kevin C. Riley

And as a dad, I'm really, really excited about this program.

Kevin C. Riley

I think within our office, we get a lot of families that are looking for child care providers.

Kevin C. Riley

Child care is causing a lot of, you know, unintentional consequences for families who are trying to take care of their families and stick in an affordable New York.

Kevin C. Riley

So with that being said, I just want to ask questions.

Kevin C. Riley

You mentioned 200 additional employees to support the expansion.

Kevin C. Riley

Can you...

Kevin C. Riley

Name how many of those positions are specifically dedicated to the 2K program and how many are dedicated to contracting, procurement, or even providing payments.

Erica Phillips

Great.

Erica Phillips

The breakdowns that we're looking at across all of those places, we have more positions that are on the instructional side, so the instructional coaches, the social workers, and the inclusion specialists.

Erica Phillips

And it's a relatively smaller proportion, but still a significant investment in our operations and our finance staff.

Kevin C. Riley

Okay.
