Chair Gutiérrez asks about apprenticeship pipeline and CUNY investment

New York City Council · Oct 7, 2026 · starts 1:33:38 · 1 min 52 sec

Gutiérrez asks about the apprenticeship pipeline and expected outcomes. Liss says the expansion will provide more educators, but it's one of multiple levers, and they will brief the subcommittee on future plans.

Jennifer Gutiérrez

Okay.

Jennifer Gutiérrez

All right.

Jennifer Gutiérrez

Excellent.

Jennifer Gutiérrez

Okay.

Jennifer Gutiérrez

And then I just wanted to...

Jennifer Gutiérrez

Expand a little bit more on the pipeline.

Jennifer Gutiérrez

I think there's been a lot of exciting investments from significantly from the administration and more recently a smaller investment from the council.

Jennifer Gutiérrez

Can you explain a little bit more kind of what the expectation is?

Jennifer Gutiérrez

On the additional dollars for CUNY's apprenticeship, for example.

Jennifer Gutiérrez

Like, kind of, it's a two, three-year program, I believe, and correct me if I'm wrong, but kind of what are we looking like in four years?

Jennifer Gutiérrez

What do we think that the investment to this apprenticeship will provide online?

Emmy Liss

So the expansion of the apprenticeship program will provide more educators, and we can get those exact figures for you.

Emmy Liss

That alone will not build the workforce out.

Emmy Liss

to what we know we need in order to expand child care.

Emmy Liss

So it's one of multiple levers we know we need to pull.

Emmy Liss

This is an area we are focused on and excited to brief you and the subcommittee in coming weeks about some of the initiatives and plans we have for the future that we hope to continue to invest in.

Jennifer Gutiérrez

Okay.

Jennifer Gutiérrez

And how soon...

Jennifer Gutiérrez

And obviously some of that money was allocated in the June passing of the budget.

Jennifer Gutiérrez

How soon are those dollars going to work for this program?

Emmy Liss

The apprenticeship program, those dollars are getting to work right away in expanding the number of apprentices.

Emmy Liss

The New York City Talent, formerly known as the Office of Talent and Workforce Development, is partnering with CUNY PDI to expand the number of apprentices that are at CUNY and working within CUNY programs.

Emmy Liss

And then they also work closely with the Kennedy Children's Center, which is a program that supports primarily children with developmental delays and disabilities.

Emmy Liss

And they have been the host of early childhood apprenticeships.

Emmy Liss

That program is growing as well.

Jennifer Gutiérrez

Okay.
