Chair Gutiérrez asks about correlation with 3K applications

New York City Council · Oct 7, 2026 · starts 0:23:40 · 51 sec

Gutiérrez asks if there's a correlation between 2K and 3K applications. Liss says they are still looking at patterns, noting highest application rates are for pre-K, then 3K, then 2K.

Jennifer Gutiérrez

Okay.

Jennifer Gutiérrez

Did you find any correlation between 2K applications and the amount of 3K applications submitted in the same school district?

Emmy Liss

I think we're still looking at some of those patterns, and certainly what we see from year one will inform how we think about what demand might look like in year two.

Emmy Liss

In general, we see, you know,

Emmy Liss

When we look across all of our early childhood programs, our highest application rates are among four-year-olds for pre-K, followed by 3K, followed by 2K, which generally maps to what we understand about families'preferences for formal child care.

Emmy Liss

We also know that this was just the first year of 2K, and so there's more work to do in future years to continue building awareness.

Emmy Liss

That's something we saw with the historic rollout of 3K was that over time applications grew as more and more families both learned about the program and gained comfort with it.

Jennifer Gutiérrez

Thank you.
