Chair Gutiérrez asks about enrollment challenges and waitlists

New York City Council · Oct 7, 2026 · starts 1:09:27 · 1 min 14 sec

Gutiérrez asks about enrollment challenges. Liss notes families express interest after applications close, and 2K waitlists are open year-round unlike other grades.

Jennifer Gutiérrez

Were there any known challenges in the enrollment?

Jennifer Gutiérrez

Selection like in the enrollment process that you heard from from providers?

Emmy Liss

I think you know we continue to see families who express interest in 2k after the application process is closed which is where our wait lists come in.

Emmy Liss

We made a different decision for 2k than than for our older grades as it pertains to wait lists.

Emmy Liss

So for 3k, pre-k, and kindergarten the wait list process is only open in September.

Emmy Liss

For 2k we are keeping wait lists open year-round to support the fact that enrollment looks different for two-year-olds.

Jennifer Gutiérrez

Okay.

Jennifer Gutiérrez

And then I just wanted to ask a data question on the additional 2K seats because you mentioned

Jennifer Gutiérrez

mentioned that some had to be transitioned because of the block grants, for example.

Jennifer Gutiérrez

Do you have those numbers of how many of the additional seats were from some of these programs?

Emmy Liss

I think we will have the final seat count numbers when we have the enrollment data ready to report.

Jennifer Gutiérrez

Okay, so just to be clear, I'm asking for the additional seats, how many of them were from formerly means-tested seats now converted to universal?

Jennifer Gutiérrez

Okay.

Emmy Liss

Yes, and that's data we'll be able to provide once we have the final enrollment counts.

Jennifer Gutiérrez

Okay.
