Santosuosso asks about Staten Island exclusion

New York City Council · Oct 7, 2026 · starts 0:49:08 · 1 min 7 sec

Santosuosso asks why Staten Island was not included this year. Liss explains limited seats and the need for sufficient provider readiness, and notes they added 3K seats on Staten Island and plan to bring 2K next year.

Kayla Santosuosso

Can you speak to the decision this year to not include Staten Island?

Emmy Liss

We were obviously limited with only 2,000 seats to where we could go.

Emmy Liss

And when selecting districts, our goal was to be able to serve as many children as possible in each of those districts so that we could really fully meet demand.

Emmy Liss

With Staten Island being one school district for the entire borough and with our relatively limited timeline to roll out 2K this year, we

Emmy Liss

wanted to make sure that we had sufficient provider readiness and felt we needed more time to be able to roll out to Staten Island in a way where we could really serve all families.

Emmy Liss

We also saw this year that we had continued unmet 3K demand on Staten Island, and that had been a real persistent challenge for families in certain parts of the island.

Emmy Liss

So in addition to our 2K expansion for this fall, we also added more than 2,000 new 3K seats across certain priority zip codes, which included significant parts of Staten Island.

Emmy Liss

And with that investment in capacity, we feel more ready to bring 2K to Staten Island next year.

Kayla Santosuosso

Kara, could I just have one more question, and then I will get out of your hair?
