Q&A

Brewer asks public panel if they support TLC oversight

New York City Council · Oct 7, 2026 · starts 1:46:36 · 1 min 12 sec

Brewer asks whether the panel supports moving pedicab oversight to TLC. Camara says the alliance is open to any agency but wants answers on fitness requirements and insurance; Winter says they are open to solutions without unintended consequences.

Gale A. Brewer

Do all of you support moving the industry to TLC?

Gale A. Brewer

Is that a general positive reaction?

Member of the Public - Makan Camara

Yes, we, as I said from my speech, we are open to work with any agency, but at the same time, you know, our members just want more information about TLC, you know, like, you know, because there are a few questions that our members are asking, and then

Member of the Public - Makan Camara

we want to make sure about those, like, for example, the fitness requirement in the bill, and the fact that the TLC also might be able to kind of increase the insurance.

Member of the Public - Makan Camara

So there are a couple of questions that we want to make sure, and we don't have an answer to give to our members.

Member of the Public - Makan Camara

We want to make sure we got all the answers.

Member of the Public - Makan Camara

But we 100% want to work with any agency to make sure the enforcement is there and then the public, everybody is safe.

Member of the Public - Kenneth Winter

We're open to any solutions as long as they don't have a double-edged sword effect, you know, and unintended consequences that's going to negatively affect our members.

Member of the Public - Kenneth Winter

You know, so long as it's, you know, moving forward in a positive way and constructive.

Member of the Public - Kenneth Winter

We are definitely open to pretty much anything.

Gale A. Brewer

All right.

Gale A. Brewer

Thank you very much, and thank you for your service.

Member of the Public - Kenneth Winter

Thank you.
