Brewer outlines meter, TLC transfer, insurance, and relief-stand bills

New York City Council · Oct 7, 2026 · starts 0:07:08 · 54 sec

Brewer describes her bills on meters, moving oversight from DCWP to TLC, requiring third-party apps to carry liability insurance, and allowing pedicabs to use taxi relief stands. She says the goal is not to eliminate pedicabs but to make them safe, fair, and enforceable.

Gale A. Brewer

So we have bills.

Gale A. Brewer

I have bills on meters, as you heard earlier, moving the oversight from Department of Consumer and Worker Protection to the Taxi and Limousine Commission.

Gale A. Brewer

Third party, these individuals, these apps to carry liability insurance.

Gale A. Brewer

And be able to use taxi relief stands if possible.

Gale A. Brewer

So those are just some of the bills and there are other ones being discussed today.

Gale A. Brewer

We're not trying to eliminate pedicabs because they are a form of transportation just like many others.

Gale A. Brewer

They're a part of New York City, particularly around Central Park, Times Square, Midtown, and the Theater District.

Gale A. Brewer

And the chair said he just saw one in his district on the Lower East Side.

Gale A. Brewer

We want legitimate drivers and businesses to operate safely and fairly.

Gale A. Brewer

We want passengers to know what they are paying.

Gale A. Brewer

Right now, you have no idea.

Gale A. Brewer

You just have to argue.

Gale A. Brewer

And the city has to be able to enforce the rules.
