Epstein asks how many TLC officers conduct street enforcement

New York City Council · Oct 7, 2026 · starts 0:32:28 · 53 sec

Epstein asks how many TLC staff issue summonses on the streets. Goldapper says the enforcement division has about 130 officers, with about 85 in street enforcement, far fewer than needed to end unlicensed for-hire activity.

Harvey D. Epstein

Yeah, so how many people do you have issuing summonses?

Harvey D. Epstein

How many people are out on the streets of New York?

Ira Goldapper

So the enforcement division within TLC's Uniformed Services Bureau has about 130 officers, including supervisors, managers, trainers, investigators.

Harvey D. Epstein

How many would be street enforcement staff?

Ira Goldapper

So about 85.

Harvey D. Epstein

85 for the city?

Ira Goldapper

Correct.

Harvey D. Epstein

So it's 85 more than DCWP.

Ira Goldapper

But far fewer, but far less than needed to end unlicensed for hire activity within the taxi and for hire vehicle.

Harvey D. Epstein

That's a good budget conversation for us in the spring for sure, to make sure that we want to make it fair for people who are, you know, getting unlicensed, who are protected from unlicensed vehicles.
