Epstein questions TLC on 5,000 unlicensed-operator summonses and outcomes

New York City Council · Oct 7, 2026 · starts 0:30:49 · 1 min 39 sec

Epstein asks how many violations TLC issued this year for illegal operations. Goldapper says TLC issued over 5,000 summonses for unlicensed operators and 790 for illegal street hails, but cannot yet provide summons-by-summons outcomes due to OATH delays.

Harvey D. Epstein

And you said how many violations have you issued this year for illegal operations?

Ira Goldapper

So calendar year to date, we've issued over 5,000 summonses for unlicensed operators, as well as 790 summonses for illegal street hails.

Harvey D. Epstein

And then of those 5,000, how many of those resulted in some kind of...

Harvey D. Epstein

Actualized civil penalty or actions resulting in either termination of a license or some other enforcement action?

Ira Goldapper

So I don't have the specific numbers because of the, there is a delay between the issuance of the summons and when it gets through oath.

Ira Goldapper

And we can look to get somewhat of a breakdown for you, but because of that gap, it won't be summons for summons.

Ira Goldapper

We can give you that sort of general percentages.

Harvey D. Epstein

Do you have 25 data?

Ira Goldapper

I believe I do.

Ira Goldapper

Let me please check.

Harvey D. Epstein

Not just the overall number, but also how many resulted in enforcement?

Ira Goldapper

I'm sorry, we have our summonses related to the field summonses are not broken down into the type of summons.

Ira Goldapper

We can look to do that and get those numbers for you.
