We will now move into discussion of general orders.
Under the Council rules for general orders, members are to speak on the matters of today's stated agenda.
Today we'll make a limited exception for Council Member, Deputy Speaker Williams and Council Member Lee to recognize two honorable delegations that are here today.
But we will begin with Council Member Zhuang, followed by Deputy Speaker Williams.
