New York City Council · Oct 15, 2026 · starts 1:18:35 · 51 sec

Sanchez asks whether DSNY receives 311 complaints about dust, pests, odors, runoff, open doors, and litter at transfer stations. Anderson says DSNY investigates promptly, usually within eight hours, and conducts weekly and drive-by inspections.

Justin E. Sanchez

And finally, 311.

Justin E. Sanchez

Please use it.

Justin E. Sanchez

Does DSNY receive 301 complaints regarding dust, pests, odors, and water or sewer runoff at private solid waste transfer stations?

Justin E. Sanchez

What about for things like open doors or gates or for litter adjacent to waste transfer station properties?

Gregory Anderson

Yes, we do receive 301 complaints for all of those categories, and we investigate them quite promptly, usually on the same shift, so within eight hours.

Gregory Anderson

We also conduct, for most transfer stations, weekly inspections and even more frequent drive-by inspections.

Gregory Anderson

So we'll drive by and look to see are they tracking material out of the facility?

Gregory Anderson

Are the doors open unnecessarily?

Gregory Anderson

Are there odors or other fumes coming out?

Gregory Anderson

And if any of those things are identified, we will take appropriate action.
