Q&A

Hanif calls for report on public design and asks MOPD for policy suggestions

New York City Council · Oct 16, 2026 · starts 1:29:24 · 3 min 12 sec

Hanif says the city needs more reporting on public design and red tape around accessibility. She asks MOPD whether it has policy suggestions like enforceable deadlines or expedited review, and Morig says MOPD is building a policy team and everything is on the table.

Shahana K. Hanif

Yeah, and as I'm hearing you all just share more information, I mean,

Shahana K. Hanif

And I think even more important that our city have a report on this issue of public design and disability and these impacts and the complexity of public design as being

Shahana K. Hanif

so incredibly red tape that it's so difficult when to all of us it feels like, oh, it's a ramp and this should happen much faster.

Shahana K. Hanif

But I, yeah, I would really appreciate some more.

Shahana K. Hanif

or reporting on this so that there's more public awareness on these conditions.

Shahana K. Hanif

I want to come back to MOPD.

Shahana K. Hanif

And I know you mentioned that you're not necessarily providing recommendations to CCHR.

Shahana K. Hanif

However,

Shahana K. Hanif

Has there been any conversation on areas where, or internally, maybe not directly with CCHR, where you all

Shahana K. Hanif

feel CCHR, that there should be changes to the human rights law for there to be faster and more meaningful relief for New Yorkers with disabilities?

Shahana K. Hanif

Enforceable deadlines for accommodation cases as an example or should there should emergency cases such as tenants unable to enter or leave their homes

Shahana K. Hanif

receive expedited review or interim relief should repeat accessibility violations carry higher or mandatory penalties are there

Shahana K. Hanif

these kinds of maybe policy suggestions that you all are internally thinking about when it comes to cases like that are referred out to CCHR.

Belkis Morig

Thank you for that question.

Belkis Morig

This administration is really prioritizing disability communities

Belkis Morig

right to live a dignified life and have access to everything that they need, including physical accessibility and resources.

Belkis Morig

Our vision is to move beyond just compliance and to just have, build an inclusive culture within the administration.

Belkis Morig

And so one of the first things that Commissioner Agarwal did in her new role is slowly build out a policy team.

Belkis Morig

And so this is something that we're actively working on and exploring.

Belkis Morig

And we are, you know, everything's on the table for us.

Belkis Morig

We want to re-envision ways that the city could do better in serving people with disabilities.

Belkis Morig

We are, you know, we're in the early stages of that work.

Belkis Morig

We are collecting the data.

Belkis Morig

We are, you know, trying to understand.

Belkis Morig

We're constantly in the community.

Belkis Morig

You know, the disabled community is a partner.

Belkis Morig

In the process and so this is certainly a priority that we're working towards and one of our, you know, one of the things that we want to prioritize.
