Nurse asks what is driving increase in disability claims

New York City Council · Oct 16, 2026 · starts 0:46:57 · 56 sec

Nurse asks why disability claims have increased. Rivera says people are choosing CCHR over federal or state forums, especially as civil rights are under attack, and CCHR does extensive disability rights outreach.

Sandy Nurse

Okay, thank you.

Sandy Nurse

I want to talk a little bit about the complaint trends in the data.

Sandy Nurse

According to CTHR's annual reports, disability is the most common basis for claims, and we're seeing that in the last fiscal year, these claims increased.

Sandy Nurse

Do you have a, you know, can you explain what you think is driving that increase?

Stephanie Rivera

Absolutely.

Stephanie Rivera

You know, the increase can definitely, we're seeing individuals choose our forum over federal or state forums right now, particularly when we know civil rights are publicly under attack.

Stephanie Rivera

We do extensive outreach and education work around disability rights in particular for individuals with disabilities.

Stephanie Rivera

So we're often seeing that rise in that coordination and increased filed complaints and pre-complaint interventions.

Stephanie Rivera

Excuse me.
