New York City Council · Oct 16, 2026 · starts 0:29:23 · 2 min 19 sec

De La Rosa asks what risk assessments SpaceX performs, what it has reported to authorities, and when reporting is required; Castillo-Madrid describes ongoing testing from pre-training to deployment and says she lacks specifics on reports but will get back to the team.

Carmen N. De La Rosa

You testified that risk assessments happen once a year.

Carmen N. De La Rosa

And you said, and we report to the authorities when required.

Carmen N. De La Rosa

What type of risk assessments happen?

And what have you reported to the authorities?

Carmen N. De La Rosa

And when is it required?

Member of the Public - Gabriela Castillo Madrid

Carmen N. De La Rosa

What have you reported to the authorities?

Carmen N. De La Rosa

What instances have been?

Member of the Public - Gabriela Castillo Madrid

I don't have the specifics on reports to authorities, but I will say that whenever it's required, we're ready to do so.

Carmen N. De La Rosa

When is it required?

Member of the Public - Gabriela Castillo Madrid

By law.

Carmen N. De La Rosa

Have you reported any incidents to the authorities?

Member of the Public - Gabriela Castillo Madrid

I'm not aware of any incidents that we have had within the timeframe that we're discussing right now.

Member of the Public - Gabriela Castillo Madrid

But like I said, I can get back to the team and get you an answer.

Carmen N. De La Rosa

So what you testified is a protocol or a procedure that is in place in case it's necessary, but it hasn't been necessary to your knowledge?

Member of the Public - Gabriela Castillo Madrid

To my knowledge, we haven't had any rogue agents or anything like that.

Member of the Public - Gabriela Castillo Madrid

Obviously, the speaker did mention something that happened earlier this year, and we made reports around it.

And I even mentioned how we work with law enforcement, the National Center for Missing and Exploited Children.

Member of the Public - Gabriela Castillo Madrid

We do have a great partnership with them that has been going on for a long time.

time and we take very seriously our partnerships with law enforcement to make sure that any bad actors are caught and are kept off of the different platforms.
