Devin Kim asks Council to protect whistleblowers and report incidents early
Kim says employees inside AI companies are first to know about unsafe models but have little reason to speak up, asks the Council to protect people who report dangerous conduct even before it is illegal, and to count loss of control or unauthorized access as reportable before anyone is hurt.
There are two things that I'd ask of the council.
Please protect people who report dangerous conduct even when it isn't illegal yet.
Almost everything I raised was dangerous before any law covered it.
And
Count a loss of control or an unauthorized access as a reportable incident before anyone gets hurt.
Under the RAISE Act, an incident only counts once someone is killed or injured, so neither Hugging Face nor the Australian Medicare breach would have qualified.
I think that's a reasonable place for the city to start.
Thank you, and I'm happy to answer any questions today.
