Q&A

Menin asks about total technical staff versus safety staff

New York City Council · Oct 16, 2026 · starts 1:26:39 · 1 min 58 sec

Menin asks how many employees XAI had overall when there were only three safety employees; Kim says technical staff involved in training and development numbered in the 200s, and says it is not credible that the senior global government affairs manager would not know safety staffing.

Julie Menin

So you're saying that a year ago there were three safety employees in the company working on safety around AI?

Member of the Public - Devin Kim

Yes.

Julie Menin

And in comparison to at that time a year ago, how many employees can you answer where they're at the company overall?

Member of the Public - Devin Kim

Well, it really depends how you're counting.

Member of the Public - Devin Kim

We had a large number of AI tutors who were responsible for training the model, and they were contractors.

Member of the Public - Devin Kim

We had a large number of data center employees.

Member of the Public - Devin Kim

I believe that in terms of technical staff that were involved in the direct training and development of the model, the number that I recall is in the 200s.

Julie Menin

So the idea that there were only three people dedicated to safety, and when I asked Ms.

Julie Menin

Castillo-Madrid how many employees were dedicated to safety, she told me she could not answer that question.

Julie Menin

Is that credible that the senior manager of global government affairs at SpaceX AI would not actually know how many safety employees would exist at the company?

Member of the Public - Devin Kim

It would be difficult for me to speak to that.

Member of the Public - Devin Kim

I will say it.

Member of the Public - Devin Kim

What is credible is if she is not deeply involved in understanding the day-to-day of the safety development of the company.

Member of the Public - Devin Kim

I say this because I had strong relationships with the two formal legal counsels during my tenure at XAI.

Member of the Public - Devin Kim

The reason we had a strong relationship is because I would point out issues going on within the company or with the Brock model and would also propose and implement solutions to be solving those problems.

Member of the Public - Devin Kim

And we were able to develop a strong relationship that way and making their jobs easier and helping the company do the right thing.

Member of the Public - Devin Kim

I think given the level of detail that I heard today, I'm not...

Member of the Public - Devin Kim

I wouldn't feel comfortable that she would have the same level of detail and understanding.
