Chair Joseph asks CUNY about Seal data and admissions code

New York City Council · Oct 20, 2026 · starts 0:36:23 · 2 min 39 sec

Joseph asks how many Seal recipients have come to CUNY and for demographic data, and whether CUNY admissions captures the state program service code. Alyssa Vine says CUNY does not currently consider the Seal in central admissions and will look further into it.

Rita C. Joseph

Thank you.

Rita C. Joseph

I'd like to recognize Councilmember Epstein, Ressler, and Maloney.

Rita C. Joseph

Thank you for your testimony.

Rita C. Joseph

I'm going to head over to CUNY.

Rita C. Joseph

Do you know how many students have come to CUNY with New York State Seal of Civic Readiness since the first seal was awarded in June of 2022?

Rita C. Joseph

Do you have any data on students'demographic characteristics, including race, ethnicity, and income level?

Rita C. Joseph

Diploma and districts reported to the state under program service code 8313.

Rita C. Joseph

Does CUNY admission process capture that code or notation?

Alyssa Vine

According to CUNY's Office of Enrollment Management, the Seal of Civic Readiness is not currently considered as part of central admissions, and they're not aware of it being used at college-level admissions.

Alyssa Vine

However, this is the purview of enrollment management, so I'm not aware of how or if it could be recognized, but we can look further into this and get back to you.

Rita C. Joseph

So two assignments already, and we're just 10 minutes into this hearing.

Rita C. Joseph

All right.
