Chair Joseph gives witness slip and time limit instructions

New York City Council · Oct 20, 2026 · starts 0:14:08 · 40 sec

Joseph reminds witnesses to fill out a witness slip even if registered in advance. She limits testimony to two minutes per person and member questions to five minutes, and says in-person witnesses will testify before Zoom participants.

Rita C. Joseph

I would like to remind everyone who wish to testify in person today, but you must fill out a witness slip, which is located on the desk of the sergeant at arms near the entrance of this room.

Rita C. Joseph

Please fill out the slip, even if you're already registered in advance, that you'll be testifying in person today.

Rita C. Joseph

To allow as many people as possible to testify, we will limit to two minutes per person, whether you're testifying in person or on Zoom.

Rita C. Joseph

I'm also going to ask my colleagues to limit their questions and comments to five minutes.

Rita C. Joseph

Please note that witnesses who are here in person will testify before those who are signed in the Zoom webinar.

Rita C. Joseph

Now, in accordance with the rules of the council, I'm going to ask the Committee on Education Council to administer the affirmation to the witnesses.
