New York City Council · Oct 20, 2026 · starts 0:22:38 · 1 min 25 sec

Vine says CUNY faculty would need to review capstone requirements and implementation across high schools. She proposes a possible CUNY-specific civic readiness portfolio pathway and says CUNY wants to continue exploring with NYC Public Schools.

Students meeting the established threshold would be eligible for CPL credit.

Another approach would be for CUNY faculty and New York City public schools to collaborate on a CUNY-specific seal of civic readiness pathway aligned with CUNY's pathway general education outcomes.

continuing this exploration with New York City Public Schools, beginning with faculty review of the Capstone Project and other potential college-level routes to the SEAL.

That process can advance the goal reflected in proposed Resolution 418 of recognizing civic readiness by cultivating a carefully designed pathway that could recognize meaningful student learning

while preserving the academic standards required for awarding college credit.

Alyssa Vine

For students arriving at CUNY, that recognition could do more than shorten the path to a degree.

Alyssa Vine

It can welcome them to the university by affirming that the knowledge, initiative, and civic commitments they developed in high school already have value in a college setting.
