Wong describes Skyport seaplane base oversight
The seaplane base dates to the 1930s and averages 1,620 flights annually; Billy Bay Marina Services manages it under DOC NYC, with EDC oversight.
EDC also oversees the New York Skyport seaplane base at East 23rd Street.
The facility dates to the late 1930s when it was developed under Mayor LaGuardia.
It primarily supports by the seat and charter service, averaging 1,620 flights annually between 2016 and 2025.
Billy Bay Marina Services, the operator of the city's public piers program called DOC NYC, manages the seaplane base along with other piers and wharves across the city.
EDC and the operator have worked to strengthen operating procedures, communication with East River Marine Traffic, and the Federal Aviation Administration, improving coordination with seaplane operators and industry stakeholders.
This work includes improving pre-season coordination, public information, and preparing to rehabilitate the Skyport Marina, providing infrastructure and
improvements to reduce potential queuing in the East River.
As the waterfront grows, our responsibility is to manage these assets transparently and safely while balancing mobility, jobs, and neighborhood quality of life.
