Q&A

Ariola asks about EMS dispatcher headcount; Miano says no separate count

New York City Council · Oct 20, 2026 · starts 0:46:43 · 1 min 1 sec

Ariola asks whether FDNY also has a low headcount for EMS dispatchers. Miano says EMS headcount includes everyone in the service, including field, dispatch, instructors, and medical affairs, so there is no specific separate headcount for dispatchers.

Joann Ariola

So you also have a low head count for your EMS dispatchers as well?

Paul Miano

So when we discuss EMS headcount, we're talking about every EMS employee that we have in the service.

Paul Miano

And that includes members who ride on ambulances.

Paul Miano

It includes the members who are in emergency medical dispatch.

Paul Miano

It includes our instructors that are at training.

Paul Miano

It also includes, you know, our people who work in Office of Medical Affairs.

Paul Miano

That includes every single EMT, paramedic, lieutenant, and officer that we have.

Paul Miano

There is no specific headcount for EMD, for the field, for training.

Paul Miano

Our headcount is our headcount.

Joann Ariola

Okay, so you're telling me that a segment one, I'm going to expect a stroke to be a segment one, and I'm assuming a broken bone for you?

Joann Ariola

Okay, so.

Joann Ariola

Segment three, maybe segment two, but neither of them were responded to.

Joann Ariola

At least that parent got a call back.

Joann Ariola

Ms.

Joann Ariola

Daly did not get a call back from EMS.
