Ariola asks about Kevin Daly review and Comptroller ambulance tour report
Ariola asks whether Kevin Daly's call was ever categorized as high priority; Miano says it remained unknown and FDNY is working with NYPD to close communication gaps. Ariola also asks about the Comptroller's report on ambulance tours, and Miano says the two numbers compared are physical ambulances versus daily tours.
And I know you looked, took a deep dive into Kevin Daly's particular situation.
Was it ever categorized as a high priority?
No, it remained an unknown.
And I think that as we did that deep dive through, Chief Werner and her team
identified some areas that we can strengthen our communications with NYPD, and she is currently working with NYPD productively to be able to close those gaps.
I just want to ask, just talk about the Comptroller's report, and then I'm going to yield to you, Chair.
So the Comptroller, as we know, came out with a report, and he said in spring of 2026, FDNY shifted its target number of ambulance tours per day from 488 to 332, which is a 32% reduction.
Why did it happen?
Where were tours removed?
And will this impact response times and quality of patient care?
So those two numbers are actually two separate numbers that are incorrectly being compared.
The larger number, the over 400 number, is our physical ambulances.
That's the amount of vehicles that we actually have, right?
And then our tours and our units are the ones that are in service that are operating.
So we have a tour count.
And our total count that we want to meet every single day is 640.
But we don't run all 640 at one time.
We run in 12-hour periods.
We run 328 during the day, and then on the evening period, we run 312.
So when those two numbers are looked at, there's an excess of ambulances, right?
We have 400, and then we have the 300 number.
And those extra ambulances are the ambulances that we have that are the physical vehicles that are spread throughout the city at stations.
In case we have a mechanical issue, we're able to...
Move the unit into one of those spare vehicles.
