Council staff opens hearing and gives housekeeping instructions

Council staff welcomes attendees to the joint Fire and Emergency Management/Hospitals hearing, asks that electronics be silenced, and instructs anyone wishing to testify to see the sergeants at arms. Staff tells the public not to approach the dais and invites the chair to begin.
