Mahmood alleges EMS CAD vendor accountability failures
Chowdhury Hassan Mahmood, an FDNY technology specialist, says FireCAD crashed three times in six months and he faced retaliation after reporting defects. He says the new EMS CAD is being built by Accenture under a $20.66 million no-bid sole-source contract and asks the committee to demand milestone accountability, independent certification, and protection for civil servants.
Thank you, Chair Areola and the council members.
Again, I thank you because I have heard all DOT, the people from FDNY that I've been working.
My name is Chaudhary Mahmood.
I am a company specialist at FDNY Bureau of Enterprise Technology with certification I have related to computing like CISA, CSM, PMP.
I am here because what we are investigation are the main the ambulances are slow.
It is connected to what I have watched happen from inside MDNY technology division, both fire cad crashed three times in six months.
It is more visibly internally in ITSM, which is information technology service management.
And also managed any authority other than civil servant and it is going to the contractors.
So there is a consistency and accountability gap I found.
So three caches on a system that cannot go down, a system that routes emergency vehicles to people in crisis.
Each time the vendors are
Accenture, each time defects I have documented, three proper channels had not been fixed.
So each time we leadership choose not to invoke the contact remedies that existed to hold Accenture accountable.
So this is one of the reasons that also a council member asked in the middle.
What if any technology can help to shift the process?
So I have seen all inside like it is because of the vendor control.
So when I have escalated my findings, I was not thanked.
I was really retaliated against, marginalized, you can say, and also harassed by the agency leadership.
And ultimately, first of the, you know, the division that is related to EMS CAD and FireCAD.
And there's one reason, that is the environment at which FDNA is now building EMS CAD, the system that will dispatch the ambulances with same vendor Accenture under a 20.66 million no bid
sole source contract signed into October 2025.
Nearly 20 million in uncompetitive contract, same vendor.
Then accountability mechanism that has been enforced.
So council members and police response are not in it, is not a staffing problem or traffic problem.
They are in part a technology accountability problem.
If EMSCAD is built with the way EMSCAD was managed, this defect will suppress, QLB silence, and a vendor that face no consequences for failures.
Then go live will not be the end of the problem.
It will be a beginning.
I am asking the committee to do or requesting the committee to mainly focus on two things, demanding a milestone by milestone account.
of EMS cat deliverables and verify independently, not by, you know, FD&A management, because, you know, it is all internal.
They are just supporting the vendors.
Two, requiring independent technical certification before EMS cat go live, not Accenture award, not FD&A award, an independent auditor.
Third of all,
Protect the civil servant employee who do...
Thank you.
Your time has expired.
Thank you.
Actually, I have also provided the written testimony in more detail and with the data point collected.
Thank you very much for allowing me to put on my hearing testimony.
I appreciate that.
