McKagan says New York City government has failed EMS

New York City Council · Oct 20, 2026 · starts 4:24:00 · 2 min 45 sec

FDNY EMT Christopher McKagan, a 27-year veteran, takes issue with the statement that EMS has failed and says the city government has failed EMS. He says he trains new EMTs who leave for transit or court officer jobs because pay is too low and warns that retirements will take more ambulances out of service.

Member of the Public - Christopher McKagan

Okay.

Member of the Public - Christopher McKagan

So my name is EMT Christopher McKagan.

Member of the Public - Christopher McKagan

I've been an FDNY EMT now for over 27 years.

Member of the Public - Christopher McKagan

And I take a little bit of problem with you saying EMS has failed.

Member of the Public - Christopher McKagan

The New York City government has failed EMS.

Member of the Public - Christopher McKagan

And that's a big problem because I have trained numerous people

Member of the Public - Christopher McKagan

in the streets and we can't keep them because they go to transit, they go to court officer because they make more money.

Member of the Public - Christopher McKagan

So.

Member of the Public - Christopher McKagan

We can't keep people.

Member of the Public - Christopher McKagan

We bring them in.

Member of the Public - Christopher McKagan

We train them.

Member of the Public - Christopher McKagan

They go into the academy.

Member of the Public - Christopher McKagan

And then when they come out, they stay for like maybe a month or two months or a year.

Member of the Public - Christopher McKagan

And then they're gone.

Member of the Public - Christopher McKagan

And then I have to train somebody else again.

Member of the Public - Christopher McKagan

I've done this like a thousand times.

Member of the Public - Christopher McKagan

If you don't fix the pay, how are we going to keep EMTs and paramedics in New York City?

Member of the Public - Christopher McKagan

And that's it, pretty much.

Member of the Public - Christopher McKagan

If somehow we don't get some sort of legal thing to go and fix this with OLR, this is just going to get worse.

Member of the Public - Christopher McKagan

And then people are going to die.

Member of the Public - Christopher McKagan

And there's nothing we can do about it unless we get the people that we need to man these ambulances.

Member of the Public - Christopher McKagan

I know already 20 people that are talking about retiring.

Member of the Public - Christopher McKagan

That means 10 ambulances are going to be down in New York City because we're not going to have nobody to run them because they're going to be retired.

Member of the Public - Christopher McKagan

If we don't fix this staffing issue and fix this money issue right away, New York City is going to head into a doomsday.

Joann Ariola

Thank you so much for your testimony.

Joann Ariola

I certainly do agree with you, and we made it more than clear to the administration that EMTs need more money, and they need uniform status, and they need to be respected more.

Joann Ariola

And when I echoed the sentiment of the unions who represent the EMS and EMTs,

Joann Ariola

they said that they were going to fail, but they have failed because the government has failed them.

Joann Ariola

So that was the full statement, and I agree with you 100%.

Member of the Public - Jack Chapman

Thank you.
