Narcisse presses H&H on education and community engagement

New York City Council · Oct 20, 2026 · starts 1:21:26 · 2 min 23 sec

Narcisse says many problems require educating patients on preventive care and connecting them to clinics and community resources. Motzquist agrees and describes spending much of his clinical time educating patients about their diseases and appropriate care options.

Mercedes Narcisse

Most of the question.

Josh Motzquist

Sure, no problem.

Mercedes Narcisse

Yeah.

Mercedes Narcisse

Most of the question that I'm asking is just, I think it has to do with a lot of education.

Mercedes Narcisse

We have to educate people wherever we can get them and then to decrease for people to have a better understanding and to focus on preventive care.

Mercedes Narcisse

So you have a lot of...

Mercedes Narcisse

clinics, different places that we can redirect people.

Mercedes Narcisse

And I think engagement with the community, how involved are you in the community to help decrease those processes?

Mercedes Narcisse

Because wherever you can get people, you have to meet them where they are.

Mercedes Narcisse

And are we doing that in the hospital?

Josh Motzquist

That's absolutely true.

Josh Motzquist

As a practicing emergency physician, I spend a lot of my day with my patients just educating them about, A, their disease, but also how to take care of the disease, how to find the right resources, how to get the care they need, and where the most appropriate place for that care is.

Josh Motzquist

A lot of my day is spent connecting those dots and really just encouraging them to take good care and prevent this illness from occurring.

Josh Motzquist

I had a recent case where a woman was very ill from sepsis.

Josh Motzquist

because she didn't understand how to get to the doctor in time, to get the antibiotics in time, to get the care, what resources were available, and she waited too long before she came to see me.

Josh Motzquist

And it was very sad and very tragic.

Josh Motzquist

And so I think a large part of our care is connecting the dots of the resources, which are sometimes complicated and complex for patients to navigate, and we do the very best to try to provide those resources to our patients.

Mercedes Narcisse

Are you closing any clinics?

Josh Motzquist

I'm not aware.

Mercedes Narcisse

Outpatient clinics?

Mercedes Narcisse

Do we have?

Mercedes Narcisse

Are we?

Mercedes Narcisse

Because if folks don't have insurances, I'm concerned that they will get, you know, toward the ER.

Mercedes Narcisse

So are we doing?

Mercedes Narcisse

Because we're not talking about preventive care.

Mercedes Narcisse

This is part of the plan of preventive care.

Josh Motzquist

I mean, as health and hospitals, our goal is to strive to help.

Mercedes Narcisse

Preventative is the best, right?

Mercedes Narcisse

Absolutely.

Josh Motzquist

We strive to help every New Yorker, regardless of means, ability, et cetera.

Josh Motzquist

And so our goal is to take care of anyone who comes for care.

Josh Motzquist

And I'm not aware of any clinics being closed.

Josh Motzquist

I can find out if that's the case or not.

Josh Motzquist

But we have, you know, in the example, financial counselors who enroll our patients in New York City care.

Josh Motzquist

To help get them preventive medicine, primary care.

Josh Motzquist

We have a virtual express care as an example where we connect patients online through telephonic, through video calls to give them care on the spot.
