Rachel Optenaker opposes 561 and supports Intro 48
Optenaker says she has seen a significant decrease in idling in her neighborhood. As a singer, she says lung health matters to her career and urges the Council not to disincentivize the complaint program.
Hi, my name is Rachel Optenaker, and first I want to say thank you for this opportunity to testify.
I am speaking in opposition of Intro 561 and in favor of 48.
Since the citizen idling program has been enforced, I've noticed a significant decrease in idling vehicles in my neighborhood.
New Yorkers deserve clean air.
Children deserve to play in parks without the toxic fumes from trucks poisoning their lungs.
As a singer, the health of my lungs directly impacts my career.
The musical theater industry is an integral part to this city's heartbeat and the health of its performers matter.
While I'm not someone who regularly files these reports, I've seen the Citizens Complaint Program make a dramatic difference to a law that was otherwise rarely enforced.
I am urging you to put the health of New Yorkers first by not disincentivizing this program.
Thank you for your many hours of time today and consideration on this matter.
Thank you very much.
We appreciate your patience in waiting to testify.
Last witness, apparently.
D, the letter D, suture, if I'm saying that right.
You may begin.
