Chair Riley confirms commitments for larger projects despite SEQRA exemption

New York City Council · Oct 21, 2026 · starts 0:29:44 · 58 sec

He notes the committee usually sees smaller projects, asks if DCP will still negotiate commitments; Garodnick says yes, projects outside fast-track still go to council, fast-track projects go through expedited process.

Kevin C. Riley

But on average,

Kevin C. Riley

Chair, we don't really see those type of projects come to the committee.

Kevin C. Riley

You don't really see the 250, 500 unit projects a lot.

Kevin C. Riley

You really see smaller projects coming to the committee.

Kevin C. Riley

So just wanted to confirm that even though it is going through Seeker,

Kevin C. Riley

you are still going to have that same conversation with members to figure out what type of commitments.

Kevin C. Riley

But these are technically kind of larger projects than we're used to seeing within the Land Use Committee.

Dan Garodnick

Absolutely.

Dan Garodnick

And I will note that there are projects that are exempt from

Dan Garodnick

SECRA, but are still subject to the traditional Euler process.

Dan Garodnick

So if those projects are in districts outside of the 12 fast track districts, they are still going to the city council for final approval.

Dan Garodnick

The projects that are in the fast track districts would be the ones that are going through this expedited process.

Kevin C. Riley

Okay.
