Chair Riley presses DCP on communicating infrastructure investment
He says members feel investment is not being talked about, focus is on upzoning and units, and asks how DCP can better communicate that they will prioritize full planning.
Glad to hear that.
I just feel like a lot of members feel like the investment aspect is not really being talked about a lot.
The focus is really on we need to upzone, we need units, and a lot of members have.
specific concerns within those communities that need investment.
So what can DCP, I guess, do better with communicating that with members that you guys will be prioritizing, doing a full planning in those areas that you guys are focusing on, instead of just looking at just unit count and density and just upzoning?
Absolutely.
So just to take a step back, capital planning is an exercise that happens across the city routinely, right?
The vast majority of housing that's being developed in our city is happening as of right.
Neighborhoods are constantly changing.
It's important that the city is constantly understanding its capital needs, status of good repair, and that's ongoing.
As we start to pursue any city-led actions in these communities, we are also in conversation with our capital agencies to understand the infrastructure needs, planned investments,
as well as making sure that they understand these communities are prioritized for affordable housing as we start to assess those opportunities.
If we were to pursue a larger scale rezoning, for instance, in one of those communities, we would certainly pair that with any investment that's needed to mitigate issues that may have emerged during our environmental impact study, the types of investments.
