Council Member Carr asks about ELARP, council role, and infrastructure assessment
He expresses concern that the council no longer negotiates final details under ELARP, asks how DCP will assess infrastructure, who will handle it, and how local input will be incorporated.
Thank you, Chair Riley, for hosting this very important hearing.
Madam Chair, thank you for being with us today.
I'm very concerned, and so are the many people I represent, with respect to the new approach under ELARP, where now the council no longer has a role in negotiating the final details of a plan, and it's...
You know, selectively applied, right?
And that was the intention of the revision.
And so now some members continue to have this role and others don't.
In my own district, there's actually, you know, five community districts and three of them are going to be subject to the bottom 12 fast tracking and the other two aren't.
And so I'm just curious to know from your perspective with this new responsibility where you're going to be negotiating the final details of these projects as they come, what is going to be the approach to infrastructure?
The chair was talking about this earlier.
How are you going to make that assessment?
You were asked earlier about, you know, what are you looking at in terms of these 12 community districts in terms of housing opportunities?
Alongside that, are you doing infrastructure studies to determine what is needed based on the expense?
anticipated growth of the rezonings that you're going to be pursuing in conjunction with private parties.
Who are you going to be essentially giving this task to within the department?
Is it going to be the bar of directors?
Is it going to be held more centrally at the department with the commission?
Is it going to be certain commissioners who kind of take a more forward role in this?
Like we'd like to know what the structure is going to be as that happens.
And then how are you going to incorporate local input, whether that's from a member, a community board, members of the public?
Because I think the concern is that once this system is really put into effect, that any consultation is just going to be pro forma.
And I think that that would be, you know, again,
disservice was used earlier to be disservice to the communities represent if that turned out to be the case.
