Council Member Narcisse asks about infrastructure and CB18 fast track designation
She says she is not against development but sees no infrastructure plan, mentions flooding in Canarsie, and asks if DCP consulted DEP, DOB, or DOE before placing CB18 on fast track.
Next, we'll hear from Councilmember Narcisse, followed by Zwang, then Brewer.
Good afternoon.
Thank you, Chair.
Let me clear it.
I'm not against development at all.
Black by Black plan is a very ambitious plan.
But I'm not seeing a plan to address the infrastructure.
If you watch even TikTok now, every rain, after every rain, you're going to see the flood, cars are sinking.
All those things need to be addressed.
I believe that we council members were elected for a reason.
And for you, you're very nice.
You want to collaborate, but I'm concerned about the future generation.
If people don't want to be like you, so how we fit into the equation.
Because people hire us, elected us for a reason.
Canarsie, my area.
We built on marshland.
And we've been sinking streets, home, and you have seen it, I'm sure.
You have heard about it.
We live in a transportation desert.
But I can be honest.
We can assess to see which, you know, where we can go.
There is area probably we can explore.
But before Community Board 18 was placed on the fast track list, did DCP consult with DEP, DOB, or DOE about whether the district could support new development?
