Tigani details fall prevention and Local Law 10 mental health module
Tigani says worker falls are the leading cause of injuries and fatalities and are a focus of the SST curriculum, and notes Local Law 10 of 2026 added a mental health module addressing suicide prevention, substance misuse, and workplace stress, shifting the city beyond hard-hat hazards.
What our data shows is that worker falls are the leading cause of construction-related injuries and fatalities, which makes fall prevention a focus for the department, and that is reflected in the SST training curriculum.
Both the mandated SST training and refresher courses cover fall prevention and a number of other topics.
Further, the City Council, the industry, and DOB collaborated on Local Law 10 of 2026, passed at the end of last year and effective in January of this year, which updated the SST curriculum to include a new
mental health module that addresses suicide prevention, substance misuse risks, and the everyday stresses of construction work.
This reflects a shift in how New York City thinks about construction safety, moving beyond hard hat hazards to the well-being of workers themselves.
This marks a deliberate evolution on the SST program by acknowledging the human realities of the workforce that builds our city.
To date, DOB-approved course providers have issued over 396,000 active
site safety training cards, nearly 74,000 active supervisor cards, and approximately 114,000 active worker wallet cards.
DOB continues to conduct outreach regarding the site safety requirements, including through its annual Construction Safety Week event in May.
