Won questions culinary program slots and food vendor

New York City Council · Oct 21, 2026 · starts 1:47:48 · 2 min 23 sec

Won raises a conflict of interest in the cooking class contract and asks how many veterans can participate; Russell says slots are set aside, does not know the number, and says the food vendor is Healthy Beets.

Julie Won

So for the cooking class that is happening, it was also brought to our attention that the cooking class contract is to the former organization where the CEO used to work.

Julie Won

So that seems like a conflict of interest.

Julie Won

But in addition to that, can you please help me understand?

Julie Won

The cooking class is not intended for the veterans who is resident to the building.

Julie Won

It is only for outsiders.

Sonia Russell

No, that's incorrect.

Phil Wong

Councilmember Wong brought that up as well.

Sonia Russell

Yes, so that's incorrect.

Sonia Russell

We have set aside slots for the veterans to participate in the cooking class if they wish to do so.

Julie Won

So how many veterans can participate versus how many are actual residents there?

Julie Won

Because it seems like many of them want to be able to cook their food because they're dissatisfied with the quality of food that they're receiving.

Julie Won

Many of them tell us that it's mostly beans of some kind and just rice or some sort of carb.

Sonia Russell

So I want to just be clear.

Sonia Russell

So as far as cooking their meals, the veterans cannot cook their meals.

Sonia Russell

With respect to participating in the culinary program, we do have slots that are available for those veterans that reside.

Julie Won

So how many slots?

Sonia Russell

Unfortunately, I don't have that number.

Sonia Russell

It might be 10 slots.

Julie Won

Because my point is that the ratio of slots available.

Julie Won

versus the residents who want to participate is not enough.

Julie Won

And if people outside with the shelter are being able to give, are given access to this cooking class, yet the residents themselves are not, that is a point of conflict and tension for them.

Sonia Russell

So we don't have reports that indicate that veterans are being turned away from the program or not able to participate in the program.

Sonia Russell

But again, if that's information that you have and you're willing to share, by all means, we'll be happy to look into it.

Sonia Russell

But we will have conversations with ICL because, again, our veterans are allowed to participate in the program.

Sonia Russell

Culinary program because I myself made that clear when we negotiated this that those that are at boarding can participate and will participate thank you as long as they have the time in which to do so.

Julie Won

Okay but 10 slots is not enough for the number of beds that we have.

Julie Won

I promise we'll come back to you.

Julie Won

Can I just have one last question who is the contractor for the food at the site?

Sonia Russell

I believe that is Project Renewal.

Sonia Russell

Oh, healthy beets.

Sonia Russell

I'm sorry.

Sonia Russell

I thought you said the culinary.

Julie Won

Okay.

Sonia Russell

The food vendor is healthy beets.

Sonia Russell

Yes.

Julie Won

For all three meals per day.

Julie Won

Okay.

Julie Won

Yes, that is correct.
