Q&A

Won questions Dalton on $4M funding differential

New York City Council · Oct 21, 2026 · starts 1:40:33 · 2 min 35 sec

Won asks why veterans are punished for the federal disagreement; Dalton says the city is covering the full cost of the shelter, DHS is responsible, and expenses will be reported in the future financial plan.

Julie Won

And then the next question that I had was for the $4 million.

Julie Won

Differenced like the delta that is going to now be $1 million in funding.

Julie Won

And I want to echo the sentiment that Chair Hudson has said that we want to respect trans service veterans as well as women who serve.

Julie Won

And we support that.

Julie Won

But I want to understand why it is that the veterans themselves are the ones being punished for this disagreement.

Erin Dalton

Yes, thank you again for the opportunity to clarify that.

Erin Dalton

Nobody is being punished for this.

Erin Dalton

The city is covering the full cost of the shelter.

Julie Won

So for the $4 million differential.

Erin Dalton

Yes, the city is covering the full cost of the shelter.

Julie Won

Okay, so the $4 million that we're no longer getting from the federal government will now be part of the city's budget.

Julie Won

And would that be coming from...

Julie Won

From DSS or will that be coming from the Veterans Committee?

Julie Won

I mean, agency.

Julie Won

Which agency will the allotment be?

Erin Dalton

Yes, DHS is responsible for funding the shelters.

Erin Dalton

And we will release, of course, in a future financial plan, the exact expenses of the shelter over the next year.

Erin Dalton

But to reiterate.

Erin Dalton

DHS is covering the full cost of the shelter.

Julie Won

So could you say the amount?

Julie Won

Because currently in your testimony, it only says the 1.3 million.

Julie Won

We have been alerted by the veterans that it's a shortage of 4 million total that is the differential from previous year's funding to now for this shelter.

Erin Dalton

Yeah, the numbers are a little bit confusing, right?

Erin Dalton

So the grant was covering 154 beds, and we could claim up to $4 million, right?

Erin Dalton

So the way this works at the city level is the city pays up front for the cost of the shelter, and then we claim as much federal dollars as we can, right?

Erin Dalton

And so the grant allowed us to claim for up to 154 beds and up to $4 million, right?

Erin Dalton

The revised award, if we had accepted it, would allow us to claim for up to 44 beds and up to $1.3 million.

Erin Dalton

And as I said, we will report out as we do and as OMB always does the expenses as we move into the next year.

Erin Dalton

But we are committed to cover it, and it's DHS.

Erin Dalton

and not Department of Veterans Services, who will be covering the entire cost.

Julie Won

Okay, thank you for the clarification.
