Council Member Louis introduces bills on DYCD fiscal agents and MWBE disparity studies
Council Member Farah Louis introduces Intro 1146, which requires annual reporting on DYCD fiscal agent performance, and Intro 1147, which requires public disclosure of MWBE disparity studies and underlying data.
Councilmember Lewis, followed by Brewer.
Thank you, Majority Leader.
Today I'm introducing two bills.
The first, Intro 1146, addresses the performance of fiscal agents contracted by the Department of Youth and Community Development, DYCD, to manage funds on behalf of community-based organizations.
These organizations provide critical services to our young people and neighborhoods, but delays in payments and administrative challenges can interfere with their ability to deliver.
This bill requires DYCD to report annually on fiscal agent performance and establish a feedback mechanism for organizations to raise concerns.
Also, I'm introducing Intro 1147, which requires the Department of Small Business Services to publicly disclose MWBE disparity studies and their underlying data.
Minority and women-owned businesses continue to face barriers in competing for city contracts.
Making these studies and their data publicly available will strengthen transparency and help us to better understand disparities
in contracting and whether our participation goals reflect the realities these businesses face.
I urge...
my colleagues to support these bills.
Thank you.
Thank you.
