Q&A

Chair asks about post-academy training for vulnerable youth; DOP describes ongoing onboarding

New York City Council · Oct 26, 2026 · starts 0:29:17 · 2 min 27 sec

Brooks-Powers asks what training new officers receive after the academy, including for vulnerable youth. Eusebio, Goodwin, and Ruggieri describe continuous training, borough onboarding, shadowing, refreshers, and at least 21 mandatory training hours per year.

Selvena N. Brooks-Powers

And what training do new officers receive after graduating from the academy?

Selvena N. Brooks-Powers

Is there any specific training related to support in vulnerable youth, for example, that's done?

Selvena N. Brooks-Powers

I know in like PD, they have training modules that they can do, but they don't often get time to do it.

Selvena N. Brooks-Powers

So I'm curious in terms of how probation approaches training after the academy has completed.

Jason Torres

Sure.

Jason Torres

I'm going to defer over to the deputy commissioner.

Robert Eusebio

So probation as a practice is an ongoing, we training ongoing.

Robert Eusebio

In fact, even those that have been in the job a long time know

Robert Eusebio

that best practice requires that we continuously honing in our skills, whether it's motivation interviewing, whether it's stages of change, whether anything else that relates to what's best practice in the field, we constantly in that quest.

Robert Eusebio

So to say that someone is fully trained, it means that we continuously look into what's going to make us do better in terms of engaging our clients so they can be on a path to meeting the goals.

Sharon Goodwin

What happens once they leave the academy, they are onboarded by their, each borough assistant commissioner onboards the new people.

Sharon Goodwin

So that means teaching them about setting goals, case management, how to supervise whatever risk they're going to receive.

Sharon Goodwin

They do, they have to learn how to run a rap sheet.

Sharon Goodwin

They have to learn e-justice.

Tina Ruggieri

Tina Ruggieri, Deputy Commissioner for the Operations.

Tina Ruggieri

As part of the onboarding, they're shadowing.

Tina Ruggieri

They shadow the officers, you know, once they graduate from the academy as well.

Tina Ruggieri

So, and as First Deputy Commissioner says, there's also refreshers, trainings throughout for the existing officers who are veterans.

Tina Ruggieri

So it's an ongoing training.

Selvena N. Brooks-Powers

Thank you.

Selvena N. Brooks-Powers

Anything else you wanted to add, Commissioner?

Robert Eusebio

Well, other than the practice itself requires that everyone has X amount, we do 21 at least, mandatory 21 hours of training every year, and usually focus on the work that the person is sort of conducting out there in the field.
