Nurse asks about September 15 plan timelines and working groups
Council Member Sandy Nurse asks about timelines for the September 15 announcement, working groups, and meetings with district attorneys and court liaisons. Miriam Popper describes the Youth Justice Working Group, five subgroups, and borough-based meetings with ADAs, defenders, and judges.
Thank you, Chair Stevens.
Appreciate that.
So my questions are really related to the September 15th announcement.
I'm just like going through your testimony.
I'm trying to get more detail of kind of what these pieces are and how they're going to be implemented.
So really just curious about what are the timelines for each of the policy pieces?
That were mentioned in the September 15th announcement.
So, you know, where are we at in terms of status of some of them?
I have questions around when, I'm going to just say them all, when will the working groups start meeting?
Have they started meeting?
Are you all currently meeting with the DAs and the court liaisons?
And how are those conversations going?
And then I just have some other questions about the status of the hiring, of the numbers you presented, the 56 youth development specialists, the 85 staff for emergency response, where we at in terms of recruitment and onboarding those numbers.
And I'll go back through, I'm just throwing a bunch out for now.
So I'm gonna start by passing it over to my colleague, Ms.
Popper, to respond to the first few questions.
Yes, thank you for those.
So thinking about the working group,
So our Youth Justice Working Group, which is one of our overarching strategies to approach youth justice more broadly, really from prevention through reentry.
The primary group has met once, our stakeholder group met in the summer, and our next meeting will be roughly every quarter, so coming up in November.
That group will be meeting again.
And then the work to really move the needle is happening within subgroups.
There's five subgroups focused on prevention, in-custody programming, detention reduction, court-based programming, and reentry.
And so those groups are meeting roughly every month to every six weeks.
We've had a meeting of almost all of them now, and the rest are coming up in this next week or two that haven't met yet.
And then in terms of meeting with the DAs, the court liaisons, part of the population reduction
group that's going to be meeting, sorry, that has been meeting.
We've been talking to ADAs that are in the youth part, public defenders in the youth parts, the judges overseeing the youth parts, meeting with each of those individually and then as borough-based groups as well.
And so those meetings have been happening now for a number of months, and we've had...
And how many...
So you've been...
What's the frequency of those meetings with the DAs?
So with the DAs, for example, that's every six weeks.
weeks that we're meeting with them as a group citywide and then as well as in borough as part of the borough-based groups.
