Chair asks about PLA differentiation and best efforts
Won asks OCH to differentiate PLA and non-PLA tracking, and asks who decides whether a PLA contractor made best efforts and what happens next. Harry says OCH works with agencies and vendors on a bespoke best-efforts process.
Okay.
If your team can also check how they're differentiating and tracking the metric for PLAs, that would be really helpful.
And if a PLA-covered contractor falls short, who decides whether it made its best efforts and what happens next?
Like who's doing the regulations and standardization checks for quality control on these contracts?
Yeah, so our office works with the contracting agencies to help assess the progress towards the goals and compliance with the goals.
Like you mentioned, it is a best efforts based program.
And so best efforts will vary depending on the type of vendor who is doing the work, right?
It is not a one size fits all, you know.
Big mega corp might have more resources and their best efforts might be a little different than mom and pop Inc.
Right.
And so we will work closely with the agencies.
We will work with the vendors.
to make sure that they are making best efforts.
And that will be working with, and say on PLA contracts, working with labor, working with the city's public workforce system to try to make sure that community hires are connected to these job opportunities.
But again, it's somewhat of a bespoke process that allows for us to take into account
the specifics of the types of organizations who are holding these contracts.
