Rulemaking and stakeholder engagement
Harry describes the formal rulemaking process after the 2023 state law, including engagement with 120 external partners and 47 city agencies. The community hiring rules took effect January 23, 2025.
I want to take this opportunity to walk you through the work that has made these accomplishments possible.
After the state legislation that authorized community hiring was signed by the governor in November 2023, we were required to complete the city's formal rulemaking process to establish the operational framework for the program.
This included determining details about what type of contracts are covered, how city agencies set goals, and what vendors need to do to comply with goals.
OCH worked collaboratively while developing these rules so they would be informed by the perspectives of the many stakeholders impacted by community hiring.
OCH heard from 120 unique external partners through one-on-one meetings, information sessions, roundtables, and panel discussions.
These groups included organized labor, elected officials, workforce development organizations, industry groups, pre-apprenticeship programs, human service providers, and community organizations.
OCH also engaged with 47 different city agencies and offices through one-on-one meetings and bi-weekly agency working groups.
After this process, the community hiring rules went into effect January 23, 2025.
