Abreu presses NYPD on pre-pandemic enforcement commitment
Abreu calls the 41% decline astronomical and asks if NYPD aims to return to pre-pandemic enforcement numbers. Flynn says NYPD does not set a specific summons target and deploys resources where data shows the greatest impact.
I mean, a decline of 41% is kind of astronomical.
Is it NYPD's goal to get back to the pre-pandemic numbers?
We don't set a specific number of summonses we're going to be issuing.
We're driven by the circumstances.
We're driven by what our officers see on the ground.
focus on is deploying our resources where they're going to have the most impact.
So we follow the data, we identify those areas where that impact is going to have the most benefit, and we deploy our resources there.
So our enforcement is following from that data.
So what I'm hearing is a lack of a commitment to get to pre-pandemic enforcement levels.
I think what I would say is that the number of tickets being written, that's not the end goal here.
Our enforcement is going to follow the data.
We're going to look to where we need to go to deploy those resources to keep our streets safe.
I mean, I think there's clearly an enforcement strategy that is changing here because we see enforcement areas go up in some areas, but it's going dramatically down.
In this area, is it fair to say that there's a change in enforcement strategy here?
Well, as I said, across the board, we're following the data.
And when it comes to issuing summonses, what we're looking at is the areas where that's going to have the most impact.
So we look at our high visibility corridors, and we deploy our resources there, and our enforcement follows from that.
We work at the precinct level to identify areas that are going to have the highest risk, and that's based on fatality data, collision data, traffic data.
And we're deploying resources there.
So our overall enforcement strategy is following that data.
