Abreu questions NYPD on falling Vision Zero summonses

New York City Council · Oct 27, 2026 · starts 0:36:19 · 2 min 7 sec

Abreu questions why Vision Zero-related moving summonses have fallen substantially below pre-pandemic levels. Flynn attributes the drop to pandemic disruptions, says enforcement is up over 40% since 2021, and argues quality and data-driven focus matter more than ticket totals.

Shaun Abreu

I'm now going to turn over to some questions on enforcement for NYPD and DLT.

Shaun Abreu

Overall, Vision Zero-related moving summonses issued by YPD have significantly fallen in recent years.

Shaun Abreu

Prior to the COVID-19 pandemic and fiscal years 2020,

Shaun Abreu

2018 and 2019, NYPD routinely issued nearly 700,000 Vision Zero-related moving summonses annually.

Shaun Abreu

However, according to data from the mayor's management reports, NYPD's summonses issuance has fallen below fiscal year 2019's level

Shaun Abreu

every year since and is currently at just over 413,000 summonses.

Shaun Abreu

At FY 2026, a decline of about 41% from pre-pandemic levels.

Shaun Abreu

Why has NYPD enforcement remained substantially low pre-pandemic levels?

Shaun Abreu

Is this attributed to staffing, deployment priorities, or a change in enforcement strategy?

Shaun Abreu

Can we please?

Shaun Abreu

I'll also get another mic.

Mike Flynn

Thanks very much, Chair.

Mike Flynn

So, of course, the pandemic had enormous disruptions in a variety of areas, and in our traffic enforcement, that was no exception.

Mike Flynn

And that did result in decreases both in 2020 and then into a low.

Shaun Abreu

Can you please get closer to the mic, please?

Shaun Abreu

Thank you.

Mike Flynn

I'm sorry, Chair.

Mike Flynn

So the pandemic did create a number of disruptions that led to decreases across a lot of areas, and one of those areas was traffic enforcement, and that led to a low in 2021.

Mike Flynn

Since that time, we've been issuing more summonses every year.

Mike Flynn

We're up 40%, over 40% from that low in 2021.

Mike Flynn

The other thing I think I would note there is that we're not writing tickets just to write tickets.

Mike Flynn

We're focusing our enforcement where it's going to have the most impact, the most material benefits.

Mike Flynn

And we're seeing those increases year over year.

Mike Flynn

And I think the results that we're seeing with fatalities being down reflect the quality of that work, the quality of the work being done.
