Abreu questions NYPD Collision Investigation Squad criteria
Abreu asks about the NYPD Collision Investigation Squad, which only investigates fatalities and critical injuries. Flynn says CIS is an elite unit that freezes the scene and gathers extensive evidence, and last year identified the vehicle in 75% of hit-and-run cases.
The NYPD's Collision Investigation Squad only investigates fatalities and critical injuries,
meaning only a very small percentage of total collisions are directed to the CIS, Collision Investigation Squad.
What is the difference between how an instance of criminal road violence would be investigated by the CIS versus by a traditional precinct?
The CIS, as you said, is an elite unit that's focused on...
Sorry, please speak closer to the mic.
Sorry again, Chair.
CIS is an elite unit that's focused specifically on this issue of these collisions that result in fatalities or the most serious injuries.
And that work that they do is very, very extensive.
The process for CIS when a case comes into them is going to involve freezing the street, gathering every piece of evidence off the street that they can, gathering every piece of video, reviewing every piece of video.
It's a very intensive process, an extensive process, and it delivers fantastic results.
Last year, 75% of hit-and-run cases, the vehicle was identified.
is able to do all that work because we dedicate tremendous resources to that.
Now, because it's such a resource-intensive process, it's a process that we're going to be using in those fatality cases and those most serious injuries.
In the case of other investigations, those will be referred to the precincts.
Those will go to the detective squads, and those cases will move forward under the detective squads.
