Brooks-Powers asks DOT what steps reduce dangerous driver crashes

New York City Council · Oct 27, 2026 · starts 3:01:33 · 2 min 42 sec

Brooks-Powers asks what steps reduce crashes by dangerous drivers. DOT describes infrastructure first, automated enforcement, super speeder devices, and ghost plate enforcement. Brooks-Powers then asks NYPD about suspended/revoked license stops and reckless driving arrests; NYPD reports VTL 511 arrests up 9% and reckless driving arrest and summons numbers.

Selvena N. Brooks-Powers

Intro 113 also asks relevant agencies to report on the steps taken to reduce accidents caused by dangerous drivers.

Selvena N. Brooks-Powers

What steps are already in place to reduce those accidents, and what more do you feel can be done?

Unidentified speaker

Thank you.

Unidentified speaker

Yeah, it's really, it's sort of all of the above approach.

Unidentified speaker

Infrastructure, you know, I think in our ideal world, all drivers would behave safely, right?

Unidentified speaker

And you wouldn't even necessarily need enforcement and folks could spend their violation money on better things, right?

Unidentified speaker

So we like to start with infrastructure and engineering and redesigning our streets.

Unidentified speaker

I love that.

Selvena N. Brooks-Powers

Thank you for that.

Selvena N. Brooks-Powers

Of course.

Selvena N. Brooks-Powers

No, of course.

Unidentified speaker

You know what I mean?

Unidentified speaker

Like that's, that's, that's.

Unidentified speaker

It's the most sustainable, right?

Unidentified speaker

It's the most sort of legible and elegant in a way.

Unidentified speaker

And so that's always our starting point.

Unidentified speaker

And so that's obviously following the data and innovating with new approaches to street design.

Unidentified speaker

Sometimes that's not enough.

Unidentified speaker

And so that's where we start to look at some of the other tools.

Unidentified speaker

You know, we think that automated enforcement has been really effective and the stats are very compelling.

Unidentified speaker

And we could talk more about that, but that's certainly a key piece.

Unidentified speaker

And then there's sort of, you know, the question of, well, what happens with really the...

Unidentified speaker

The folks for whom even that isn't a deterrent, right?

Unidentified speaker

The folks who are just racking up speeding tickets and red light.

Unidentified speaker

violations and that's where something like the super speeder program can be a great tool and things like we talked about earlier about looking at ghost plates and some of the other more systemic challenges.

Selvena N. Brooks-Powers

I appreciate that and my last question is for NYPD.

Selvena N. Brooks-Powers

Hi Chief Obey.

Selvena N. Brooks-Powers

Two questions for you.

Selvena N. Brooks-Powers

How many vehicles registered to people with suspended or revoked licenses does NYPD stop each year, and how many are caught on camera?

Selvena N. Brooks-Powers

And in the past year, how many reckless driving and right-of-way law arrests were made, and how many led to convictions?

Unidentified speaker

I don't have the whole universe of what you're talking about, but I do have VTL 511 arrest.

Unidentified speaker

We are up 9%.

Unidentified speaker

Year-to-date 2026 through 1018, 22,663 versus 20,799 from year-end 2025.

Unidentified speaker

Reckless driving arrest, which is VTL 1212, 1815 versus 1784 from last year.

Unidentified speaker

And reckless driving C summons is issued 5819 versus 5290.

Unidentified speaker

Thank you.

Unidentified speaker

Thank you, Chair.
