Council Member Brooks-Powers questions DOT on Intro 113 data sources
Brooks-Powers asks whether the Vision Zero data warehouse will include conviction, license status, and insurance data for Intro 113. DOT supports the study concept but says it lacks access to insurance and conviction data; the data warehouse timeline is not available today.
Thank you, Chair, and thank you for the testimony today.
I'm ping-ponging a bit today.
Regarding my bill, Intro 113, I wanted to ask, the administration's new plan makes removing dangerous drivers its first goal and says nearly half of traffic deaths involve a driver who
was unlicensed, previously suspended, or had multiple convictions.
Intro 113 asks DOT to study exactly those patterns and report on them every year.
You may have stated this before, so I apologize if it's redundant because I was chairing another hearing, but wanting to know what DOT's official position is and will the plan visions
Zero data warehouse include conviction, license status, and insurance data, and when will it be up and running?
Thank you, Councilmember.
So we very much support studies like this that help us better understand the trends that we're seeing out there and how we can do more equitable and targeted enforcement and other safety strategies.
This is, in many ways, that's sort of the bread and butter, right?
And I think anything we can do to better understand what's driving safety challenges is helpful.
So we're excited to work with the council and yourself to ensure that, I guess, to kind of hone the legislation and how we can make it most effective in terms of the data warehouse.
Yeah, I think just some of our concerns with the bill is data sources we don't have access to as the city or as DOT.
And so that falls into, I think, both the insurance data, which has been, I think, a longstanding issue.
Insurance firms have not provided that data to the city in the past, despite our deep desire to be aware of it, as well as the conviction data obviously living outside the mayoral control.
So I think we're happy to continue conversations and think about are there novel ways that we can look for that data?
Because, you know, to your point, the data warehouse is a huge project that we're really invested in to make sure that all of the data from the hospital to the crash location are really talking to each other.
And when will it be up and running?
We'll have to get back to you on that.
I don't have it in front of me today.
Okay.
