Banks asks how many PACT developments have been rehabbed

New York City Council · Oct 27, 2026 · starts 2:14:16 · 1 min 23 sec

Banks asks how many of the 28 PACT developments have gone through renovation. Trimble says she will have to get that number. Banks asks if rehab of community centers is part of the agreement or a requirement. Trimble says it is not required, but it is always NYCHA's intent to improve community spaces alongside apartments.

Chris Banks

How many NITRA developments have been rehabbed?

Chris Banks

Well, sorry, how many PAC developments that have been rehabbed?

Chris Banks

Out of the 28, how many have been to rehab, have gone through a renovation?

Eva Trimble

I will have to get you that number.

Eva Trimble

I don't have that available today.

Chris Banks

Is that part of the agreement?

Chris Banks

Or is that one of the requirements?

Eva Trimble

It's not required, but it's always our intent to improve the community spaces alongside our residential apartments.

Eva Trimble

We understand the importance of that.

Eva Trimble

So we work to include the scope of work for those centers as part of the overall comprehensive modernization of the site.

Eva Trimble

However, it really is deal specific as to what the deal can cover and the cost of those renovations.

Eva Trimble

So, for example, the Section 8 funding cannot be used to cover the cost of a community center, so we have to rely on city subsidy to cover the cost of community spaces.

Eva Trimble

So it really depends on how much funding the project can support in order to see how much work we can do in the centers.

Chris Banks

So there are centers or community centers that have OACs in them that have not been rehabbed.

Eva Trimble

Or have not received full rehab.

Eva Trimble

I have not received rehab.

Eva Trimble

It's possible, but I'll get you those numbers.

Chris Banks

Okay.
