Zhuang outlines infrastructure failures at NYCHA older adult centers
Zhuang says OACs face unique challenges when aging infrastructure fails, especially in NYCHA properties. Leaking roofs, failing pipes, HVAC systems, and fire panels disrupt services and can threaten safety. Providers often struggle to remain open.
However, OACs face a number of unique challenges.
When things break, when aging infrastructure finally begins to fail, repairs can often take substantial time.
In that time, OACs may struggle to provide services older adults rely on, if they are able to remain open at all.
And for OACs that operate in NITCHA property, this issue especially occurred.
I know NITCHA has long-standing infrastructure challenges, which I'm sure my co-chair will touch on.
These issues often extend to the facility provided by NITCHA to OAC providers.
Leaking roof, failing pipe, failing HVAC system, or even
fire panel which are not maintained, all those issues cause disruption and the extremely cases can even present a direct threat to service recipient safety.
