Chair Brooks-Powers follows up on medical consultation before restraints
Brooks-Powers asks again whether medical personnel are consulted before restraints on a pregnant person. Chard says restraint decisions are safety determinations, not medical ones, made by staff observing imminent harm.
Are medical personnel consulted before restraints are applied to a pregnant person?
I think as I said previously, generally at the point, again, extremely rare in which we are contemplating restraints, that is a safety determination that's being made, not a medical one.
And so the staff that are with the person who are observing that behavior, who have not been able to restrain or calm them down by other means, would be the ones who are applying the restraints and making that determination.
Okay, yeah, I wanted clarity on it.
Thank you.
Okay, seeing no further questions, this panel is now excused.
We're going to call up the folks from Board of Correction to join us at the dais.
Is anyone else joining you at the dais?
Okay.
I'm turning it over to the committee clerk to swear you folks in.
Please raise your right hand.
Do you affirm to tell the truth, the whole truth, and nothing but the truth before these committees and to respond honestly to council member questions?
Thank you.
Please state your names for the record before you begin.
