Chair Farías asks about chain of custody and reporting distinctions
Farías asks whether someone can be transferred out of DOC custody and back in. Chard says chain of custody can occur with OCA escorts in court parts, which may create reporting distinctions.
And there's never a moment where someone gets transferred out of your custody and then comes back in your custody?
For any care, like any court date, anything like that.
It is a chain of custody that can occur when someone's given over to OCA to do the escorting within the court parts.
Right.
So that may be a distinction within reporting.
Yeah.
But it's generally kind of associated with the staff that are handling the person in that moment.
Sure.
Because those are the policies that would be applied.
Yeah, I guess that's what I'm thinking.
And that's what I– we can continue the conversation offline, but that's the point that I'm getting to is, like, if we also use the data sets with the chain of custody.
In parallel to one another, then that might mean DOC is not necessarily logging someone that's restrained or
shackled or handcuffed for a specific reason because they are no longer technically in their custody if they're given over to another city agent.
So that is like the point that I'm trying to get to.
But again, I'm happy to specifically talk about this incident and continue talking about that offline.
Did you ask?
We've been joined by Councilmember Narcis.
Thank you for joining us.
I'll pass it over to Councilmember Narcisse for some questions.
Thank you, Chairs.
And thank you for being here.
