Chair Farías asks about missed prenatal appointments due to non-production

New York City Council · Oct 27, 2026 · starts 0:36:30 · 1 min 16 sec

Farías asks how many pregnant people missed scheduled prenatal or obstetric appointments because DOC did not produce them. Merrill reports non-production rates for on-island and off-island appointments across calendar years 2023, 2024, and 2025.

Amanda C. Farías

Okay, and in the past three calendar years, how many pregnant people in DOC's custody missed scheduled prenatal or obstetric appointments because they were not produced by DOC?

Amanda C. Farías

And if you can possibly, if we have those by year, that would be helpful.

Jeanette Merrill

Sure.

Jeanette Merrill

So in calendar year 25, 53% of on-island obstetric appointments were non-productions.

Jeanette Merrill

But I should note that is the initially scheduled appointment.

Jeanette Merrill

If an individual misses that first scheduled appointment, we coordinate to reschedule and then can always escalate as needed at the local level to ensure the woman has access to care.

Jeanette Merrill

So again, 53% non-production for on-island and then off-island, meaning Elmhurst Hospital, is 40% non-production.

Jeanette Merrill

And then calendar year 24, on island, 37% non-production, 43% for off island.

Jeanette Merrill

And then calendar year 23, on island, 27% non-production, 69% off island non-production.

Amanda C. Farías

Got it.
